Was a time, when water was free and plentiful. There were good years when it rained a lot, and drought years when whole civilizations evaporated, but in general, it was a pretty stable system. Then came all the farmers and the land owners and the tourists (ever notice that if you say that word fast, it sounds like 'terrorist'?). And soon, great tracts of land were drafted into growing things like tomatoes and cucumbers for people in places with names like like Pine Valley and Port Charles.
